As requested by the Israeli Registrar of Public Hekdeshs, an Israeli Hekdesh is a “sparing” entity and a long time’s way to fulfill, as long as possible, its purposes and to distribute its funds.
Pursuant to Section 17 of the Israeli Trusteeship Law, 1979, an Hekdesh requires a written document, its “Chart”, its “Letter of Hekdesh”.
Below are some main principles of the EJIB’s chart:
• The Name of EJIB and its address:
A. The EJIB shall be called: “Hekdesh for Jewish Institutions in Belgium”.
B. The address of EJIB will be: 1 Raoul Wallenberg , 9435701 Jerusalem Israel
(c/o Adv. Sally Zajfman).
• The Purposes of the Hekdesh:
A. To assist and support the Jewish community of Belgium in general, and especially in the city of Antwerp, to support the welfare of the non-profit Jews Institutions.
B. To realize those purposes, the Trustees of EJIB may:
B.1. Distribute supports by transferring funds to carefully selected official non-profit organizations recognized in Belgium, and which operate in a manner consistent with the purposes of the Hekdesh.
B.2. Distribute supports indirectly through the Trustees, to Belgian Jewish institutions whose purposes are compatible with the purposes of the Hekdesh.
• Trustees of the Hekdesh:
A. The assets of EJIB shall be managed by a Board of Trustees, which shall number at least 2 members and a maximum of 5 members. The first EJIB Trustees are:
A.1. Sally Zajfman, Adv. (who serves as Chairman of the Board of Trustees) A.2. Raphael Kornitzer, Adv.
A.3. Y. A.
Bookkeeping and Annual Reports
A. The Trustees will maintain account records in the format customary for Israeli official non-profit organizations and shall take care to keep appropriate records for every income and expense.
B. The Trustees shall maintain a proper and updated register of assets, in which the various assets of EJIB shall be recorded.
C. The Trustees of EJIB shall submit, once a year, an annual general report on the Board of Trustees of EJIB‘s affairs and an annual financial report, both to the Israeli Registrar of Edowmnents at the Ministry of Justice and to the Ministry of Finance.
D. The Trustees of EJIB will appoint an Israeli CPA to revise and audit the financial reports and prepare them.
A. The Trustees shall protect and manage the assets of EJIB and will do everything necessary to realize the goals of EJIB in a faithful and diligent manner, as a reasonable person would do under the same circumstances.
B. The Trustees will act in accordance with the Israeli Law and Regulations, and the provisions of its Letter of Endowment.
C. Without limiting the generality of the foregoing, the Board of Trustees shall be entitled to execute the following activities:
C.1. Receive from any person, entity or body of persons, funds and property of any kind, to increase the assets of EJIB;
C.2. To engage employees or consultants or anyone else if this will be necessary to achieve the goals of EJIB.
